कोल्हापूर जिल्हा प्रशासनाच्या 'सेव्ह द बेबी गर्ल' या स्त्रीभ्रृण हत्येविरुध्दच्या जागरास राष्ट्रीय स्तरावरचा 'ई-इंडिया' हा प्रतिष्ठेचा पुरस्कार मिळाला आहे. यापूर्वी नॅसकॉम फौंडेशनचा पुरस्कारही या उपक्रमास मिळाला होता. अन्नधान्य वितरण व्यवस्थेच्या 'एम-वितरण' प्रणालीस 'एम-बिलियंथ' पुरस्कारही जिल्हा प्रशासनास मिळाला होता. राष्ट्रीय व आंतरराष्ट्रीय स्तरावरचे तीन प्रतिष्ठेचे पुरस्कार मिळवून कोल्हापूर जिल्हा प्रशासनाने राज्यात कोल्हापूर पॅटर्न पुन्हा एकदा अधोरेखित केला आहे.
जिल्हाधिकारी लक्ष्मीकांत देशमुख यांनी जिल्ह्यात ई-गव्हर्नन्स व एम-गव्हर्नन्स या क्षेत्रात दूरदृष्टी ठेवून राबविलेल्या उपक्रमांची दखल राष्ट्रीय व आंतरराष्ट्रीय पातळीवर घेतली गेली आहे. राष्ट्रीय पातळीवर सर्वांत प्रतिष्ठेचा समजला जाणारा 'ई-इंडिया' हा पुरस्कार 'सेव्ह द बेबी गर्ल'ला मिळाल्यामुळे या उपक्रमाचे महत्व आता सर्वदूर पोहोचले आहे. हैदराबाद येथे नुकतीच या पुरस्काराची घोषणा झाली. ई-इंडिया हा पुरस्कार ई-हेल्थ या वर्गवारीमध्ये जिल्हा प्रशासनास मिळाला आहे. केंद्र शासनाचे माहिती व तंत्रज्ञान मंत्रालय, वाणिज्य मंत्रालय, युनिक ऍडेंटिफिकेशन ऍथॉरिटी, इंदिरा गांधी राष्ट्रीय मुक्त विद्यापीठ, पंचायत राज मंत्रालय आदी या पुरस्काराचे सहप्रायोजक आहेत. हैदराबाद येथे झालेल्या या पुरस्कार वितरण समारंभास माहिती तंत्रज्ञान मंत्री थिरु राजा, केंद्रीय राज्यमंत्री डी. पुरंदरेश्वरी, केंद्रीय माहिती व तंत्रज्ञान सचिव आर. चंद्रशेखर तसेच आंध्र प्रदेश सरकारचे अनेक मंत्री व वरिष्ठ अधिकारी उपस्थित होते.
'ई-इंडिया' हा पुरस्कार माहिती तंत्रज्ञानाच्या माध्यमातून सामाजिक विषयांची हाताळणी करणार्‍या अभिनव उपक्रमांना दिला जातो. एकूण सहा प्रकारात हा पुरस्कार दिला जातो. यामध्ये ई-गव्हर्नन्स, डिजीटल लर्निंग, ई-हेल्थ, ई-ऍग्रीकल्चर, म्युनिसिपल आयटी व टेलिकेअर या प्रकारांचा समावेश आहे.
'सेव्ह द बेबी गर्ल - सिटीझन्स चॉईस'
'सेव्ह द बेबी गर्ल' या उपक्रमास ई-इंडिया हा पुरस्कार देशातील नागरिकांनी केलेल्या मतदानामुळे प्राप्त झाला आहे. ई-इंडियाने माहिती व तंत्रज्ञान क्षेत्रातील अभिनव उपक्रमांवर मते नोंदविण्याचे आवाहन केले होते. यामध्ये 'सेव्ह द बेबी गर्ल' या उपक्रमास सिटीझन चॉईस या वर्गवारीत ई-इंडिया पुरस्कार मिळाला आहे. देशातील नागरिकांनी भरघोस मते देऊन या उपक्रमाचे महत्व अधोरेखित केले आहे. विशेष म्हणजे जिल्हाधिकारी लक्ष्मीकांत देशमुख यांनी 'सेव्ह द बेबी गर्ल'साठी मतदान करण्याचे कोणतेही आवाहन केले नव्हते, त्यामुळे जिल्ह्यातून एकही मत नोंदविता आले नाही. याचाच अर्थ देशातील नागरिकांना स्त्रीभ्रृण हत्या ही सामाजिक समस्या महत्वाची वाटू लागली आहे. देशातल्या अनेक राज्यांतील नागरिकांनी सेव्ह द बेबी गर्लला पसंती दर्शविल्यामुळे जिल्हा प्रशासनाचा हा उपक्रम देशासाठी पथदर्शी ठरला आहे. राज्य शासनाने यापूर्वीच हा उपक्रम राज्य पातळीवर राबविला जाईल, असे जाहीर केले आहे. Hanging on the wall next to her is a board that reads: "Disclosure of sex of foetus is prohibited." In India, this mum-to-be will not know the gender of her baby until the moment it is born. In places such as Kolhapur, Maharashtra, the reason for this is simple: authorities are worried that if a family finds out it is a girl, they may terminate the pregnancy. The United Nations Population Fund claims that between 2001 and 2007, pre-natal sex selection, or female foeticide, resulted in the disappearance of 1,600 girls across India every day.

Saving girls
A six-hour drive from Mumbai, the capital of Maharashtra, Kolhapur is the centre of the state's fight against the killing of unborn girls. India's last national census in 2001 left the region with a record most locals are far from proud of. Official figures suggest it has the worst male-to-female birth ratio in Maharashtra. For every 1,000 boys that are born, there are only 829 girls. Local gynaecologist Dr Satish Pakti says that birth registration, migration and a change in economic circumstances could have some impact on the ratio. But he and local authorities firmly believe that the main reason Kolhapur's is so skewed is female foeticide, the act of terminating a pregnancy before it reaches full-term.
Panhala is a semi-urban district of Kolhapur. It has a population of 264,000 people. It also has a birth ratio that is worse than the state average. According to 2001 census figures, for every 1,000 boys that delivered and officially registered in Panhala, there are only 729 girls. For decades, authorities here say they have been fighting a losing battle. They admit they have been unable to save thousands of female foetuses from death. However, they are also convinced that something needs to be done before the absence of girls is felt by local communities, workplaces and India's rapidly growing economy.

Socially smart business
Female foeticide is a nationwide problem, it does not discriminate. It is taking a toll on semi-urban towns where the roads are choked with peak-time traffic and markets put on a daily, colourful, show. It is also hurting small village communities such as those that call the lush, fertile plains of Kolhapur home. India's rich and poor have struggled to curb pre-natal sex selection for generations. Traditionally, families across the country have preferred boys, as they are seen as more able to provide financial stability. Moreover, when girls marry, families often have to pay huge, and costly, dowries. Experts say technology and money are also exacerbating the problem. They say female foeticide is being compounded by readily available, and relatively inexpensive, ultrasound technology and the increasing wealth of India's middle class.
Now, in an effort to fight an age-old problem, doctors in Kolhapur are employing new technology. Some have invested almost £400 ($600) of their own money in the Silent Observer, a tracking and data recording device. Approximately 240 ultrasound machines in the area have been fitted with the Silent Observer. The rather plain, nondescript black box records sonography imagery in real-time and then links it to details of the unborn child and its parents on an online portal called Save The Baby Girl. The interactive portal then traces ultrasound data and information for the duration of the pregnancy. Accessed only by Magnum Opus^TM staff and local government officials, the information stored on this interactive portal can then be used as evidence in cases where a doctor or parents are suspected of conducting a pre-natal sex-selective abortion. Costing £550 to produce, the project is a good example of social business being smart business, according to its creator, Girish Lad, the chief executive officer and founder of Magnum Opus. He says the Silent Observer^TM trial in Kolhapur is not about making a profit. However, if it stops female foeticide and proves to be a good deterrent, it could be rolled out across Maharashtra and possibly across India. With more than 7,000 ultrasound machines in Maharashtra alone, Mr Lad adds a successful trial period could mean a definite change in fortunes for the project in the future.
Mr Lad says that working with the government sector and honing in on one particular project or service could be restrictive. But on the other hand, there is also a good chance that Magnum Opus^TM could establish a monopoly in the sonography tracking and data recording market in India. He says candidly that being a path-breaking company in an industry that is still evolving is not a bad payoff.

Benefits versus cost
Doctors such as Satish Patki say the Silent Observer^TM is not a very expensive device. Local officials such as Laxmikant Deshmukh, the district collector of Kolhapur, strongly support the cost versus benefit analysis. Mr Deshmukh says the expected success of the Silent Observer trial in Kolhapur already warrants greater consideration of a more coordinated roll-out of the tracking and recording software in other parts of the state. However, Dr Milind Salunke, a consultant to Maharashtra's directorate of health services, says it may not be the most cost-effective way to tackle the problem in the long term. He claims it is not just a matter of paying a one-off sum for the Silent Observer^TM, taking it out of the box and plugging it in. Dr Salunke says the government also needs to consider how it will accommodate the costs of creating an interactive portal specific to each region in the state, and how it will carry out long-term maintenance of the system. He also adds that the impact the use of such devices and technology could have on warranties and insurance of ultrasound machinery is yet to be determined. If 21st-Century technology does prove to be the best way to fight female foeticide, Dr Salunkhe argues it may be worthwhile gauging whether or not devices such as the Silent Observer^TM can be installed inside ultrasound machines at the time of manufacturing. He adds that this will not only streamline the process, but give doctors and medical practitioners who use the technology peace of mind when it comes to dealing with maintenance and servicing.

Early days
It is still early days for the Silent Observer^TM. Experts say it will be some months before the impact or success of the system can be measured by way of actual births. So far, they say the technology is giving hope to communities across Kolhapur. Local doctors, authorities and the creators of the device say they are confident that in the near future, they will be able to say they have a tried and tested way of fighting female foeticide. With the United Nations claiming that thousands of pre-natal sex selective abortions take place across the country every day, supporters of the online tracking system say their way could go a long way to save the lives of many baby girls, in rural and metropolitan India.

माहिती आणि तंत्रज्ञानाच्या यथायोग्य वापराने समाजाला प्रगतिपथावर आणण्याच्या गप्पागोष्टी कितीही जण करीत असले तरी अंमलबजावणीच्या पातळीवर अशा मूठभरच व्यक्ती आढळताना दिसतात आणि सरकारी पातळीवर तर ‘आनंदी आनंद’च अनुभवायास मिळतो. पण कोल्हापुरात मात्र दयानंद कांबळे नावाच्या एक अधिकाऱ्याने या अनुभवाला छेद दिला आहे. शासनाच्या माहिती व जनसंपर्क खात्यात जिल्हा माहिती अधिकारी म्हणून काम करणाऱ्या या अधिकाऱ्याने माहिती व तंत्रज्ञानाचा यथायोग्य वापर करीत कोल्हापूरच्या पत्रकारितेला एक नवे परिमाण दिले. राज्य शासनाची विकासकामे तात्काळ प्रसारमाध्यमांकडे पोहोचवून शासनाची प्रतिमा उंचावण्याचा प्रयत्न केला, पण त्याहीपेक्षा अन्य शासकीय विभागात चाकोरीत अडकलेल्या जनसंपर्क अधिकाऱ्यांना आता नवे ज्ञान आत्मसात करून पळणे भाग पाडले आहे. एक माणूस एखाद्या शासकीय कार्यालयाचा चेहरा कसा बदलू शकतो याचे दयानंद कांबळे हे उत्तम उदाहरण आहे. बहुतेक शासकीय कार्यालयात लाल फितीचा कारभार अंगवळणी पडला असला तरी कोल्हापूर जिल्हा माहिती कार्यालय हे त्याला अपवाद ठरावे. या कार्यालयाने गतवर्षी प्रसारमाध्यमे, शासकीय अधिकारी, लोकप्रतिनिधी यांचा समन्वय साधण्यासाठी एक वर्षांपूर्वी माहिती व तंत्रज्ञानाचा वापर सुरू केला. या उपक्रमाला २३ ऑगस्ट रोजी एक वर्ष पूर्ण झाले. या एक वर्षांच्या कालावधीत या कार्यालयाने सुमारे एक लाख ‘एसएमएस’द्वारे संपर्काचे आवर्तन पूर्ण केले. याखेरीज शासकीय बातम्या आणि छायाचित्रे यांच्या ‘ई-मेल’नीही लाखाचा आकडा ओलांडला. शासकीय सेवेत राहून नवी वाट धुंडाळणाऱ्या तरुण अधिकाऱ्यांना हा आदर्श मार्गदर्शक ठरू शकेल.
कोल्हापूर हा पश्चिम महाराष्ट्रातील राजकीय व सामाजिकरीत्या जागरूक जिल्हा म्हणून ओळखला जातो. सहकार चळवळीमुळे ३५ लाख लोकसंख्येच्या या जिल्हय़ात घडामोडी आणि राजकीय उलथापालथीही खूप. त्यातही तीन राज्यांच्या सीमेवरील हा जिल्हा असल्याने राजकीय वर्दळही प्रचंड, एका बाजूला राजकारण-समाजकारण तापलेले असताना पर्जन्याचे प्रमाणही अतोनात. जशी शेती बागायती तशा नैसर्गिक आपत्तींची संख्याही अधिक. कधी पूरस्थिती गंभीर तर कधी स्वाइन फ्लूचे थैमान, कोठे मोठा अपघात, तर कोठे राज्य शासनाची मोठी घोषणा. या साऱ्या घडामोडी प्रसारमाध्यमे, शासकीय अधिकारी, लोकप्रतिनिधीपर्यंत काही मिनिटांतच पोहोचविण्याची व्यवस्था वर्षभरापर्यंत उपलब्ध नव्हती. काही अधिकारी अशा स्थितीतही प्रसारमाध्यमांपर्यंत पोहोचवण्याचा प्रयत्न करीत, पण वर्षभरापूर्वी दयानंद कांबळे या अधिकाऱ्याने हे ‘शिवधनुष्य’ उचलले. माहिती व तंत्रज्ञानाचा वापर करीत या अधिकाऱ्याने आपल्या टार्गेट ग्रुपची बांधणी केली आणि वर्षभरात त्यांनी पावसाळय़ात गगनबावडय़ात पाऊस पडावा अशा रीतीने अक्षरश: बातम्यांच्या ‘एसएमएस’चा पाऊस पाडून माहिती व तंत्रज्ञान काय चमत्कार घडवू शकते, याची जणू एक झलकच दाखवून दिली.
कोणत्याही शासकीय योजनेला लोकांपर्यंत पोहोचवायचे असेल तर उत्तम नियोजनाबरोबर उत्तम जनसंपर्क अधिकाऱ्यांचीही आवश्यकता असते. अन्यथा विक्रीयोग्य संकल्पना असूनही त्याची विक्री होऊ शकत नाही. कोल्हापुरात जिल्हा प्रशासनाच्या पुढाकारातून स्त्रीभ्रूणहत्या रोखण्यासाठी निर्माण झालेला ‘सेव्ह द बेबी गर्ल’ या प्रकल्पाचे उदाहरण या निमित्ताने देता येऊ शकेल. हा प्रकल्प जनतेपर्यंत पोहोचविण्यात कांबळे यांनी मोठे कष्ट उपसले म्हणूनच तो लोकाभिमुख झाला. तत्परता तर किती?
स्वाइन फ्लूने रुग्ण दगावल्याची वार्ता जिल्हा रुग्णालयीन अधिकाऱ्यांना माहिती कार्यालयाच्या एसएमएसवरून कळते. याचा अर्थ ‘गती’ किती आहे याची कल्पना येऊ शकेल. या अधिकाऱ्याने आता शासकीय डॉक्युमेंटरी, जाहिराती, जिंगल्स यांची निर्मिती शासनस्तरावर झाल्यास निर्मिती खर्चावर मोठे नियंत्रण आणण्याबरोबरच दर्जाही उंचावता येतो, असे लक्षात आल्यानंतर शासनाकडे कोल्हापुरात सुमारे ८० लाख रुपये गुंतवणुकीचा अत्याधुनिक डिजिटल स्टुडिओ उभा करण्याचा प्रस्ताव दिला आहे. जिल्हा नियोजन विकास मंडळाने या प्रकल्पासाठी आपल्या निधीचे नवे शीर्षक तयार करून तरतूद केली आणि शासनानेही मंजुरी दिली आहे. लवकरच हा प्रकल्पही आकाराला येऊ शकेल. दयानंद कांबळे यांचे हे उदाहरण देण्याचे कारण एवढेच, की माहिती व तंत्रज्ञानाची क्रांती यावर बरेचजण बोलत असतात. पण कृती शून्य असते. शासनाने महाराष्ट्राला माहिती व तंत्रज्ञानाच्या महामार्गावर नेण्याचे स्वप्न पाहिले. याद्वारे प्रशासकीय दर्जा आमूलाग्र बदलता येतो हे सिद्ध झाल्याने सरकारी नोकरांना एमएससीआयटी हा कोर्स बंधनकारक केला, पण यामुळे अपेक्षेप्रमाणे दर्जा काही सुधारला नाही. काहींनी कोर्ससाठी सुटय़ा काढल्या, क्लासचालकांचे उखळ पांढरे झाले आणि काहींनी नोकऱ्या टिकविण्यासाठी प्रमाणपत्र मिळवून सुटकेचा सुस्कारा टाकला. अशा बनेल बाबूंच्या डोळय़ांत झणझणीत अंजन घालणारे हे उदाहरण आहे इतकेच!
Alarmed at the diminishing sex ratio in the state, the government is planning to install a silent observer device in all the sonography units in the state to stop sex determination and female infanticide. Sex determination of a foetus is possible only with the help of sonography machine. The device will be embedded in each machine and will collect data about every sonography that has occurred on the machine. The data can then be retrieved later. The device was first installed in Kolhapur, after district officials got alarmed at the skewed sex ratio in the state.
“We will install a silent observer device in all sonography centres across the state. We have already installed it in Kolhapur. The device will help stop the practice of sex determination in clinics and make them answerable,” Minister for Public Health and Family Welfare, Suresh Shetty said while replying to a question on female infanticide in the state. There are 7,373 sonography centres in the state. As per the Pre conception and Pre Natal Diagnostic Techniques Act, it is mandatory for sonography centres to keep the details of each and every sonography that is conducted. A government official then looks at the record every three months. As the records are kept in paper form and are the responsibility of lab owners themselves, there is scope for fudging facts.
The device will not only bring all sonography centres online, but it will also make possible the daily online reporting of sonography tests of all pregnant women across the state. The generated data can then be used to take legal action against the culprit doctors and parents and will help in stopping the malpractice of identifying the gender of the foetus. The government is planning to set up flying squads on the lines of the income tax department. They will raid sonography units in areas in the state that have a skewed sex ratio. The sex ratio in Mumbai, according to the 2001 census, is 774 (females per 1,000 males) in the island city and 826 in the suburbs. In Greater Mumbai on the whole the ratio is 811 females per 1000 males. The state sex ratio is 922 females per 1000 males. सांगली - जिल्ह्यात अवैधपणे वैद्यकीय व्यावसायिकांकडून करण्यात येणाऱ्या गर्भलिंग चिकित्सेला आळा घालण्यासाठी जिल्हा शल्यचिकित्सक स्तरावर एक सॉफ्टवेअर बसविण्यात येणार आहे. ते जिल्ह्यातील सर्व सोनोग्रॉफी केंद्रांना ऑनलाईन जोडण्यात येणार असल्याची माहिती बैठकीत देण्यात आली.
प्रसवपूर्व निदान तंत्र अधिनियम आढावा बैठक जिल्हाधिकारी कार्यालयात आज झाली. त्यावेळी या सॉफ्टवेअरचे प्रात्यक्षिक जिल्हाधिकारी श्‍याम वर्धने, मुख्य कार्यकारी अधिकारी अश्विन मुद्‌गल यांच्या उपस्थितीत दाखवण्यात आले. सॉफ्टवेअर बसविल्यानंतर सदर सोनोग्राफी यंत्रावर तपासल्या जाणाऱ्या सर्व रुग्णांच्या माहितीची नोंदणी होईल. आता सोनोग्राफी व्यवसायिकांना जो "एफ'' फॉर्म भरावा लागतो, तो या व्यवस्थेत संगणकावर ऑनलाईन भरता येईल. प्रत्येक सोनोग्रॉफी मशिनला एक, "सायलेंट ऑबझर्व्हर'' बसविण्यचीही या सॉफ्टवेअरमध्ये व्यवस्था आहे. त्यात रुग्णाच्या सोनोग्रॉफीचे रेकॉर्डिंग होईल. यामुळे शासनाला दिलेला सोनोग्रॉफीचा तपशील व प्रत्यक्षपणे केलेल्या सोनोग्रॉफी यात व्यावसायिकाला तफावत करता येणार नाही. यासंबंधीचा तपशील तालुकास्तरावरील वैद्यकीय अधीक्षक व जिल्हा स्तरावरील शल्यचिकित्सकाला केव्हाही पाहण्यासाठी उपलब्ध असू शकेल.
जिल्हाधिकारी वर्धने यांनी या सॉफ्टवेअरद्वारे गर्भलिंग चिकित्सेला प्रभावीपणे आळा घालता येणार असल्याने जिल्ह्यात ते तत्काळ बसवून कार्यान्वित करवून घ्यावे, अशा सूचना दिल्या आहेत.
जिल्हा शल्यचिकित्सक डॉ. आर. सी. महाजन, महापालिकेचे आरोग्य अधिकारी डॉ. राम हंकारे, जिल्हा सरकारी वकील ऍड. अशोकराव वाघमोडे, सौ. मालन मोहिते, मोहनराव पाटील व संबंधित ग्रामीण रुग्णालयांचे वैद्यकीय अधीक्षक उपस्थित होते. कोल्हापूर, दि. ५ (प्रतिनिधी) : राज्यात या पुढील काळात जन्माला येणारी मुलगी लखपती म्हणूनच जन्माला येईल. राज्य सरकार जन्मलेल्या प्रत्येक मुलीच्या नावे एक लाख रुपयांची ठेव ठेवणार असून, अठरा वर्षे पूर्ण झाल्यानंतर ती रक्कम संबंधित मुलीला देईल, अशी घोषणा गृहमंत्री आर. आर. पाटील यांनी आज कागल येथील शेतकरी व महिला मेळाव्यात बोलताना केली.
गृहमंत्री पाटील आज दुपारी नवीन प्रशासकीय इमारतीचे उदघाटन, छत्रपती शिवरायांच्या अश्वारूढ पुतळ्याचे अनावरण तसेच सार्वजनिक उद्यानाचे लोकार्पण अशा कार्यक्रमाच्या निमित्ताने कागल शहरात आले होते. याच अनुषंगाने आयोजित केलेल्या शेतकरी व महिला मेळाव्यात ते बोलत होते. मेळाव्याच्या अध्यक्षस्थानी ग्रामविकास मंत्री जयंत पाटील होते.
मातेच्या गर्भाशयातच मुलींच्या होणाऱ्या हत्या हा चितेचा विषय असल्याचे सांगत गृहमंत्री आर. आर. पाटील म्हणाले, ० ते ६ वयोगटातील १००० मुलांमागे मुलींचे प्रमाण ८८० इतके आहे. मुला-मुलींच्या जन्माच्या आकड्यातील ही तफावत दूर करायची असेल आणि गर्भाशयातच होणाऱ्या हत्या रोखायच्या असतील तर त्यासाठी विशेष योजना लागू करण्याची राज्य सरकारची तयारी आहे. म्हणूनच पुढच्या काळात जन्माला येणारी मुलगी ही लखपती म्हणूनच जन्माला येईल. तिच्या लग्नाचा, शिक्षणाचा खर्च भागावा म्हणून मुलगी जन्माला येताच तिच्या नावावर मुदतबंद ठेव ठेवली जाईल. तिचे वय १८ वर्षाचे होताच तिला एक लाख रुपये दिले जातील. त्यामुळे माता-पित्यांवर मुलीचा भार पडणार नाही. मंत्रिमंडळाच्या बैठकीत याबाबत प्रस्ताव मांडला जाईल. त्यानंतरच लवकरच ही योजना अमलात आणली जाईल. गरिबातील गरीब माणसाला न्याय देण्याची भूमिका राज्य सरकारची आहे.

Save the baby girl^TM, the website developed by district administration to stop abortion of baby girl, has been given the best website award by Nasscom, a press release from the Collector's office said.

On February 9, the award will be presented in Mumbai to Collector Laxmikant Deshmukh. In Kolhapur district, the birth rate of girl child was decreasing.
